The Colorado River Management Plan is a key document for private boaters accessing the Colorado River starting at Lees Ferry. The Plan replaced the waitlist which had grown untenable for the private boater – it had grown to the point where someone would have to wait 25 years to get a permit. GCPBA sued the Park Service arguing that the 80/20 split between the commercial and private was unfair given the length of the waitlist. The Park Service agreed and, facing a lawsuit, obtained the necessary funding to develop the CRMP. The input from stakeholders was contentious. Arguments were made that the river corridor should be designated as a wilderness, which would eliminate the use of motors and thereby greatly reduce commercial operations. The plan was three years in the making and split the allocation 50/50. This split is based on an equal number of user days for privates and commercial. The Record of Decision can be found HERE.
